Great planning leads to great places! And great cities do not occur by happenstance. They are planned, designed and built from a series of methodical choices. The City of Dublin has always been a community that embraces this philosophy and has prospered as a result.

The work of the division touches all parts of the City. From the crafting of planning policies to negotiating development projects and the inspection of landscaping on commercial properties, the work of the staff has a major influence on the built environment, character and quality of life enjoyed by Dublin's residents and business community.

Organizational Structure
The Planning Division operates with a tiered organizational structure comprised of four integrated work groups: Administration, Current Planning, Long Range Planning, and Code Enforcement. The division works as a single team, but each group focuses and dedicates resources to address specific areas of responsibility in support of the overall mission of the division.

Administration: The administration directs the day-to-day operation of the division, including programmatic, budget, human resources, and related tasks, as well as providing support to the Development Director.

Current Planning: This team guides the zoning, subdivision, and annexation process – which includes staffing the Planning and Zoning Commission, Board of Zoning Appeals, Architectural Review Board, and the Administrative Review Team, as well as presenting cases to City Council. The team also manages code updates.

Long Range Planning: This team manages the Community Plan, undertakes special area plans, code updates, and various other planning projects. These projects are often undertaken in response to goals established by City Council.

Code Enforcement: This team enforces city code including zoning, property maintenance, parking enforcement, and other enforcement efforts. Working with property owners, the team seeks to resolve enforcement issues.

Major Accomplishments in 2019
Of the major accomplishments in 2019, a few standouts include adoption of major zoning process changes from the Bridge Street District (BSD), drafting of a major code update and new design guidelines for BSD, major code update, rezoning and updated design guidelines for the Historic District, implementation of a senior circulator pilot project, and development of a pilot parking management program for Downtown Dublin. Development plans were approved for such projects as the Springhill Suites in Bridge Park Block F, as well as several new tenant spaces in Bridge Park, and development plans for Noah's Event Center, and Muirfield Tournament Headquarters. On the enforcement side, the first quarter of 2018 saw 53 sign violations were processed, as were 31 property maintenance cases. There were 133 zoning inspections and 31 landscape inspections.

Looking Ahead
The Division is managing a number of major projects that will have positive long-term impacts for the City, including:
  • Zoning Code regulations and Design Guidelines for Historic Dublin, Bridge Street District and Dublin Corporate Area Plan
  • Downtown Dublin Parking Pilot Program
  • Mobility Study implementation
  • New case management and electronic plan software implementation
  • Zoning compliance and code enforcement initiatives 

Primary Focus  
The Planning Director provides overall leadership, direction, guidance, and management of the Division of Planning, which provides professional and technical expertise to inform the land use decisions of public officials, residents, and the development community, engages citizens to establish and realize a long-range vision for Dublin's land use and development character, and facilitates the zoning process through the implementation of the Community Plan and the administration and enforcement of the City's land use codes. The Director establishes the strategic plan for the Division including developing, planning, organizing, and directing staff and activities to meet the established goals and ensuring sound urban planning, land use management, and related projects for the City.

Minimum Qualifications
Master's Degree in Urban Planning, Urban Affairs, Urban Design, or other relevant field, extensive progressively responsible managerial experience in urban planning and community development (experience with both high quality suburban development and walkable urban environments preferred), considerable supervisory experience, demonstrated experience to effectively support, advise and coach/counsel a Planning and Zoning Commission, Architectural Review Board, Board of Zoning Appeals, or similar boards/ commissions required.

Extensive knowledge of advanced theories, principles, and practices of urban planning and community development.

Extensive knowledge of Federal, State, and local laws and standards applicable to community development and planning.

Thorough knowledge of budgeting practices, methods, and procedures.
 
Thorough knowledge of management principles, concepts, and practices.
 
Thorough knowledge of the public policy aspects of local government.
 
Thorough knowledge of municipal government structure and processes.

Ability to prepare land use legislation that reflects appropriate legal and Ohio statutory authority.

Ability to communicate effectively, both orally and in writing, and to make effective presentations to professional and lay groups, and to City Council, boards, and commissions.

Demonstrated ability to effectively support, advise and coach/counsel a Planning and Zoning Commission, Architectural Review Board, Board of Zoning Appeals, or similar boards/ commissions.

Demonstrated ability to mentor, coach, and teach employees within the profession.

Ability to establish and maintain effective working relationships with City employees, other governmental agencies, development and real estate communities, and the general public.
