DEVELOPMENT PROJECT MANAGER

GENERAL DESCRIPTION OF DUTIES

The Project Manager will coordinate the daily activities involved with the entitlement, design and horizontal development of large scale commercial and urban residential/mixed-use projects. This position will be located in San Francisco and report directly to the Senior Vice President, Land Development. The incumbent will interact with consultants, contractors, public agency staff, elected officials, community representatives, and other project stakeholders as necessary.

The incumbent will manage land development activities, including Master Plans, Open Space and Streetscape Plans, Environmental Impact reports, Subdivision mapping and permitting for horizontal construction. Additionally, the incumbent will research and report on municipal planning and zoning codes and assist in the preparation of budgets, scheduling, internal reporting, pro-forma financial analyses, presentation and promotional materials.

The Development Project Manager is a management level classification.

Typical Duties and Responsibilities

1. Manage entitlement and construction permitting requirements with the responsible public agencies.
2. Coordinate and manage consultant, contractor activity during the entitlement, design development and construction stages of projects.
3. Assist in the preparation of project business plans, including marketing strategy, budget, capital requirements and exit strategies.
4. Assist in the preparation of pro-forma models for project financial analysis.
5. Assist in development and execution of project Sustainability plans.
6. Implement and report on project status on a weekly basis.
7. Maintain relationships and negotiates with responsible public agencies on entitlement and construction related issues.
8. Develops and implements RFP requirements for project bids and reviews bidders qualifications, analyzes bids and negotiates contracts as required. Manages contracts and agreements and enforces provisions as necessary.
9. Plans and schedules work over project duration; defines tasks, priorities and work schedules in order to meet overall objectives of broadly defined work assignments.
10. Prepares development, construction budgets, and schedules and manages costs to remain within Income/Expense budget constraints. Also helps prepare annual capital budgets and monitors changes.
11. Serve as the liaison between UPC’s Government Relations and Marketing consultants, coordinating to support proactive and reactive engagement on our policy, regulatory and development issues.
12. Cultivate relationships with 3rd-party stakeholder organizations and individuals to build support for UPC’s goals
13. Assist in scheduling meetings with municipalities, neighborhood groups, design teams, and public hearings.
14. Prepare presentations for and otherwise attend project related public meetings and hearings.
15. Coordinate, participate and document land development meetings, including preparing agendas and taking and distributing meeting minutes.
16. Helps assure that organization is in compliance with local, state and Federal laws and permits.

 

KNOWLEDGE, SKILLS AND ABILITIES

To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required.

• Advanced knowledge of the principles and practices of Bay Area urban residential and commercial real estate development.

• Specific knowledge of the San Francisco entitlement process, especially CEQA.

• Working knowledge of San Francisco neighborhood land use issues.

• Proven leadership skills. Strong organizational and problem-solving skills. Strong written and oral communication skills

• Skill in composing financial models to analyze financial feasibility of projects.

• Drafting agreements and editing legal documents related to acquisitions and entitlements.

• Skill in developing, coordinating and maintaining project schedules.

• Skill in developing and executing project level Sustainability plans, including comprehensive understanding of US Green Building Council LEED, Energy Star and related programs.

• Strong working knowledge of computer software, including Microsoft Office Suite and Bluebeam. Design software knowledge a plus.

• Ability to handle multiple projects and deadlines and generate detail oriented work-product.

• Ability to communicate effectively orally and in writing with senior management, technical consultants, public agency staff, fellow employees, public officials and community members.

• Ability to interpret federal, state, and local ordinances, regulations and past approvals pertaining to the development of assets.

• Self starter and team player with ability to identify problems and develop creative solutions in a fast-paced environment with limited supervision.

• Analytical ability to collect, evaluate, and analyze information to make decisions that affect the overall operations or results.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform this job.

While performing the duties pertaining to this position, the incumbent is regularly required to make use of close vision to read reports and other documents; to have fine motor control to manipulate a keyboard; and to have a range of motion sufficient to push, pull and place books, binders and other materials on level surfaces. In meetings, the incumbent employs eye contact and voice modulation and projection to convey or underscore points of information. The incumbent must have eye, hand and foot coordination to operate a vehicle in conformance with the State Vehicle Code.

 

WORK ENVIRONMENT

The work environment described here is representative of those an employee encounters while performing this job.

The incumbent typically works in-doors in an air conditioned office, with a mixture of natural, incandescent and fluorescent light. Typical noise levels are muted by acoustic ceilings, carpet and sound-deadening wall panels. The incumbent may work out of doors in a variety of weather conditions and makes routine trips to all property ownership areas, including unimproved property and construction site.


QUALIFICATIONS

Bachelors degree in Construction Management, Engineering, Real Estate or Architecture is strongly preferred. MBA and/or US Green Building Council LEED Accreditation a plus.

Previous experience in the Development, Architectural or Construction fields plus 6-8 years of experience in San Francisco Bay Area urban residential/commercial real estate development, construction, and/or project management is required

Computer Skills: Strong Microsoft Office skills. Knowledge of Bluebeam/Acrobat and MS Project.
