Background/general summary

The Manager/Director of Land Development will actively work with the Denver based Land Development team, reporting directly to the President.  The primary objectives of this positions are: 1) To effectively and efficiently coordinate the development of company-owned property to achieve business plans and financial objectives, 2) To create land development budgets, monitor work and actively track invoices, 3) To understand all components of the development processes and timing/sequencing of all phases of those processes, 4) To read contracts and advise on suggested course of action, 5) To secure the company’s ability to deliver lots on time with conditions of development beneficial to the company, 6) To play an integral role in the planning process for the jurisdictions in which the company operates, anticipating all possible requirements needed to secure building permits, and 7) To understand design-related components necessary to satisfy jurisdictional requirements.

POSITION REQUIREMENTS

Essential Duties and Responsibilities:

Pre-Acquisition:

  • Inspect the site; assist in due diligence for new land acquisitions
  • Meet with engineers/planners/governmental agencies
  • Obtain development standards
  • Obtain fees due at building permit & building permit/school fee increases
  • Meet with engineering consultant vendors
  • Review subdivision/development agreement requirements (if available)
  • Prepare preliminary budget
  • Estimate hard costs
  • Estimate soft cost
  • Estimate assessment carry
  • Obtain land development fees and assessments
  • Review environmental mitigation requirements
  • Review reimbursement schedules
  • Prepare preliminary “life of project” cash flow

Investment Applications:

  • Prepare final budget
  • Prepare final “life of project” cash flow
  • Report on site specific development issues
  • Write Investment Committee Application Sections

Prior to Development:

  • Tentative map/Preliminary Plat/General Plan
  • Submit/track subdivision, development and reimbursement agreements
  • Obtain approval of subdivision, development and reimbursement agreements
  • Obtain common area landscape plan approval
  • Direct civil engineer on improvement plan issues and schedules
  • Obtain improvement plan approval
  • Direct civil engineer on final map development issues
  • Direct civil engineer on final map schedules
  • Obtain permits required for development (clearing, grading, encroachment, etc.)
  • Prepare trade specific scopes of work
  • Prepare trade specific bid packages
  • Evaluate and quantify bid results by trade
  • Write construction contracts by trade
  • Prepare dry utility companies applications for service construction
  • Coordinate with dry utilities on conflict resolution
  • Schedule and attend all pre-construction meetings
  • Mitigation monitoring
  • Review/submit master plot plan
  • Obtain internal approvals

During Development:

  • Manage day-to-day operations of engineering contractor
  • Manage day-to-day operations of all other trades
  • Manage day-to-day development activities
  • Schedule appropriate vendors / subcontractors
  • Direct all trades on conflicts to achieve resolution
  • Comply with all agency requirements
  • Inspect improvements to ensure compliance with plans
  • Coordinate start of home construction with contractors and agencies
  • Implement erosion control
  • Communicate to other Land staff and, if appropriate, Sales and Construction
  • Monitor schedule; work with VP Land Resources on meeting or exceeding expectations

Other - Development:

  • Create subdivision punch list with inspectors
  • Direct all trades on all corrective punch list measures
  • Implement maintenance measures
  • Coordinate with all trades for periodic repairs
  • Lead New Community Opening Meetings
  • Monitor maintenance period
  • Create subdivision one year punch list with inspectors
  • Direct all trades on all corrective one year punch list measures
  • Obtain conditional use permit
  • Obtain temporary use permit
  • Obtain final map approval
  • Design review application (admin/public hearing)
  • Monitor mitigation
  • Coordinate and communicate with HOA/DRE
  • Prepare affordable housing program (if required)
  • Prepare disclosures (as needed)

Finance:

  • Prepare monthly cash flow projections for development and reimbursables
  • Update each budget monthly for actual spent amounts
  • Prepare development cash projections by month for budget
  • Prepare development cash projections for Strategic Plan
  • Review, approve, code and process invoices
  • Review, approve and process contract change orders
  • Insure compliance to company policies and bid procedures

Qualifications:

  • Bachelor’s degree in Business, Accounting, Engineering, Planning or Construction Management
  • Must have experience with Land Development in the Front Range of Colorado

Knowledge, Skills and Abilities:

  • Thorough understanding of Colorado Water Rights
  • Understanding of Oil & Gas as related to real estate transactions and surface development
  • Strong detail orientation
  • Ability to anticipate possible obstacles and propose favorable solutions
  • Strong work ethic and commitment to implementation and execution
  • Concise writing and public speaking/presentation skills are desirable for reporting to the management team
  • Ability to read improvement plans, formulate budgets and understand accounting principles
