SCOPE AND RESPONSIBILITIES:

Cityview is currently one of the most active multifamily developers on the West Coast with 8 large scale projects in various stages of development and a capital consideration of approximately $1B. While the role will be based at the CV (Cityview) office in Los Angeles (Century City) and there is currently a heavy emphasis in California, the geographic locations of the projects will span across the Western United States. This position will be a high performance role responsible for assisting with a development project’s full lifecycle, including but not limited to due diligence and underwriting, entitlement, design/engineering, construction and turnover to CV Asset Management and Property Management.

SPECIFIC RESPONSIBILITIES:

Underwriting/Due Diligence & Entitlement:

  • Assist CV Acquisition, Legal and Asset Management teams with hard and soft cost “back-of-the-envelope” budgeting ensuring the development opportunity meets and/or exceeds Fund level returns. Compile and update project cost matrix to facilitate project pricing comparison scenarios.
  • Work with CV-approved architects on yield studies focusing on site plan analysis, unit placement, parking garage design, current electrical service locations, proposed SUSMP/LID placement and amenity placeholders.
  • Solicit conceptual estimates from local General Contractors (GCs) using Request for Proposal (RFP) templates, including project specific CV trade qualifications form. Evaluate GC estimates by creating bid spreads to compare inclusions, exclusions, and variants in cost and scope.
  • Assist in GC screening process to assess capabilities, knowledge of project costs and expertise for subject development.
  • File all documentation of on site inspections, survey/topo, geotechnical analysis and Phase I and Phase II reports, keep detailed log of checklist and progress.
  • Compile spreadsheet of estimated consultant fees based on proposals submitted and build Architect and Engineer (A&E) budgets for the projects. Track consultant invoicing in Yardi to ensure that costs adhere to proposals and budget.

Design/Engineering:

  • Prepare, draft, create and route all Professional Consulting Service Agreements (PCSAs) and subsequent approval forms. Input all PCSA contracts into Yardi for project cost tracking.
  • Review consultant submissions to ensure compliance with PCSAs and insurance requirements. Tabulate and create project summary spreadsheets.
  • Document all agreements with public utility companies and track progress for gas, water, electrical and telecommunications.
  • Attend and create meeting minutes for all weekly Owner, Architect, Contractor (OAC) meetings with design team and pre-construction GC.
  • Collaborate with Asset Management on branding/marketing direction including feedback from interior, landscape, and architectural design teams
  • Work with local jurisdictional expeditor on permit payment processing and clearance worksheets.
  • Coordinate debt package construction loan materials with CV Finance and CV Accounting, including but not limited to reviewing loan terms and conditions specific to the project.
  • Review and reconcile all monthly draw packages (hard and soft costs) submitted by CV Accounting, making sure that all vendor invoices are included for work performed.

Pre-Construction:            

All Pre-Construction activities to be coordinated with Director of Development:

  • Review all GC qualifications and create an aggregate list by Construction Specifications Institute division of any qualifications that could have a positive or negative cost impact.
  • Facilitate issuance of AIA and consultant contracts as required by project, including but not limited to the AIA A102 and A201 Guaranteed Maximum Price (GMP) Agreements specifically focused on preparation of contract exhibits to be included in agreement with project specifics.
  • Thoroughly review the plans and specifications to identify any potential grey areas that have not been previously identified by GC’s and subcontractors. Utilize prior project Request for Information (RFIs) and update “Lessons Learned” checklist to cross reference and ensure previous design and coordination errors are addressed. Develop list of project allowances.
  • Create a list of potential value engineering ideas that were uncovered in the RFP response process.
  • Review any open constructability log comments that have not been addressed in the plans or specifications.
  • Review all pre bid RFIs for scope gaps or incomplete design information.Review and assist assembly of the proposed document log and have it reviewed by each design discipline to confirm it is complete and includes the most current version of plans.
  • Submit Ready-to-Issue (RTI) permit plans, coordinate with accounting department to facilitate payment of permit fees, pull permits from local building and safety departments.
  • Input projects into Prolog with GMP budget. Review contractor’s upload of drawings and permits and project information on Procore to confirm accuracy.

During Construction:

All Construction activities to be coordinated with Director of Development:

  • Working with Director of Development, document progress of the construction activities and extended project team for completion and maintenance of project goals and objectives.
  • Assist/track GC buyout of subcontractors and material vendors, while continuing to vet potential cost savings, Value Engineering (VE) options, and potential budget changes.
  • Review contractor’s Contract Approval Request forms for awarding subcontracts.
  • Work with development team to track GC site activities by attending weekly OAC field meetings.
  • Conduct project field visits as needed to investigate conflicts and be able to conduct meetings with design team and contractors to resolve conflicts and allow construction activities to continue.
  • Inspect projects under construction on a periodic basis to ensure the work conforms to standards of quality and consistency and specifications.
  • Review, file and save all deputy and third-party inspection reports onto network drives for project records.
  • Manage third party contractors and vendors from bidding process through construction/renovation and completion.
  • Assist in tracking construction activities to be completed by the company (self perform) versus GC such as demolition, site clearing, abatement work, etc. Assist in creating budgets and estimates, prepare or obtain bids and facilitate the bid process, review contracts, document completion of final inspections and close out financial details of the project including payment processing and lien releases, and tracking and collecting construction fees.
  • Maintain preliminary lien notice, conditional and unconditional waiver release, and insurance logs.
  • Manage and review construction related RFIs, potential change orders, submittals, material options, lien releases, applications for payment and on site QA/QC to help resolve outstanding items to maintain project schedule.
  • Work with architects and engineers in performing Construction Administration (CA) scope, track time spent and progress invoicing to conform to project A&E cost budget.
  • Control and maintain project documentation through change management, submittal and RFI processes, bulletin updates to drawings, inspection reports, construction schedule updates, project monthly reports.
  • Assist GC and utility providers to assure building services are installed and in service, fees paid, accounts open, etc. on a timely basis to maintain GC critical path schedule for delivery.
  • Document and record GC punch out, final payment, retainage release, and other necessary information exchange to assure project completion and smooth transition to property management.
  • Keep abreast of national and regional construction cost fluctuations.
  • Work with design, engineering, expediting and GC team to obtain all necessary building permits, inspections, clearances and occupancy permits to meet target development schedule.
  • Complete quarterly and Portfolio Performance Committee reports issued by CV Finance and CV Accounting on project status, major milestones, and percent complete.
  • Meet biweekly with CV Management Team to review project specific updates focusing on budget and schedule risks and mitigating them.

Project Turnover:

All Construction activities to be coordinated with Director of Development, CV Asset Management and CV Property Management Teams:

  • Assist with project turnover to asset management, including scheduling systems training, manage access control, ensure receipt of project close-out materials, collect warranty certificates, etc.

KEY SELECTION CRITERIA:

  • At least 2 years vertical and horizontal development experience.
  • Prefer field experience in multifamily and mixed-use residential construction, including concrete, masonry, steel, and wood frame (stick/stick over podium) structures (Types III, V, and wrap).
  • Understanding of entire project life-cycle process, including underwriting, due diligence, entitlements, preconstruction, construction and turnover.
  • Understanding of construction budgets and ability to manage costs and change events.
  • Excellent budget and cost analysis skills, use of Word, Outlook, Excel, PowerPoint.
  • Bluebeam, Yardi, Procore or other industry related software program proficiencies preferred.
  • Grasp of Critical Path schedule principles.

EDUCATION:

  • Bachelor’s degree, preferably in engineering, architecture, construction management or real estate. Master’s in real estate, construction or business a plus.
