SUMMARY:  Under general supervision and within the framework of Port policies, procedures and objectives, the Property Management Associate I-II provides assistance with the administration, marketing and leasing of the Port’s industrial, commercial, warehousing and office properties.


Distinguishing Characteristics:
 

Levels of the Property Management Associate role are distinguished by experience, education, variety, required supervision and complexity of para-professional duties.  Both levels require problem-solving, independent judgement, and a thorough understanding of real estate principles, practices, valuation, property management, and marketing.  The Property Management Associate II level performs more advanced para-professional, technical real estate assignments, works with minimal direction and supervision, and possesses an advanced understanding of the complex procedures and processes surrounding commercial/industrial real estate and property management.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other related duties may be assigned.

 

Real Estate Management:

Assists with the general administration of the Port’s Real Estate Department to include but not limited to, maintaining property and department records, assisting with Port leases, answering phones, responding to inquiries of prospective and current tenants and addressing their servicing needs through coordination with other departments (i.e., maintenance, accounting, operations, environmental, purchasing, etc., as well as outside contractors).

 

Drafts leases for review by department management.

 

Assists with interpreting lease requirements, conveys and explains complex billing information to accounting personnel.

 

Researches and prepares routine and recurring reports on assigned projects and/or programs for real estate activities.

 

Assists with field inspections of tenant premises to ensure adherence to agreed-upon lease provisions, specifications and Port policy.

 

Prepares, maintains and updates lease summary documents, schedule of leased and available properties, easements, right of ways, and legal descriptions of Port properties.

 

Drafts routine letters, memos, contracts, amendments, purchase orders, and notices on available property; assists with the preparation of reports.

 

Creates spreadsheets to assist with the analysis and valuation of various Port real estate projects including potential developments and ground leases.

 

Data entry into the Port’s enterprise software system, i.e., Saab PortControl (Klein), to include updating monthly changes to tenant accounts. 

 

Assists with gathering departmental responses to Public Records Act Information Requests.

 

Drafts maps and exhibits using the Port’s GIS system.

 

Computes CPI rental increases, delinquency charges, and rental credits.

 

Monitors and addresses delinquent accounts and drafts notices of default and delinquency.

 

Confers with outside consultants and agencies to research legal descriptions and other information (i.e., rail, utilities, etc.).

 

Assists with the preparation of related agenda items to be presented at Board of Port Commissioners’ meetings, including the preparation of PowerPoint presentations.

 

May coordinate necessary services with outside vendors or contractors, as needed. 

 

Marketing and Outreach:

Participates in the development and implementation of the Port’s real estate development marketing efforts, works closely with departmental management and other senior staff in targeting potential business opportunities; executes key strategic initiatives in alignment with Port-wide goals and priorities to ensure effective and profitable utilization of Port services and facilities.

 

Actively contributes to the Port strategic planning of commercial and industrial land uses while promoting Port maritime services; incorporates these objectives into the marketing plan and implements appropriate plans to meet strategic goals and objectives.

 

Keeps abreast of regional and local real estate activities, applies current trends to the Port’s real estate planning and development of goals and objectives.

 

Keeps department management apprised of potential new business and may report periodically on projects of particular interest to the Port Director and/or Port Commission as directed.

 

Develops and updates marketing materials; contributes to updates and enhancements of Port website, press releases, advertising and trade mission summaries and brochures for final approval.

 

Coordinates and/or conducts promotional tasks and regional outreach such as giving tours to various groups including potential customers, prepares briefings and presentations regarding the Port’s developments and marketing programs; develops and conducts informational and promotional presentations as needed.

 

Assists and/or participates in Port-sponsored events such as seminars, ceremonies, receptions, customer events and marketing trips; coordinates exhibits and special events to promote public and customer awareness of the Port’s facility opportunities.  Attends social, trade or civic functions as required.

           Education and/or Experience:   

 

Property Management Associate I

  1. Graduation from an accredited four-year college or university with a bachelor’s degree and successful completion of one of the following;
    1. Major in business, economics, finance, real estate, or other related field;
    2. Real Estate Coursework including Real Estate Principles, Real Estate Finance, Real Estate Appraisal, and Real Estate Law (or similar coursework); or
    3. Possession of a California Real Estate Salesperson/Broker License issued by the California Department of Real Estate;

or

 

  1. Possession of an associate’s degree or equivalent from an accredited college plus two years of full time para-professional experience directly performing commercial real estate leasing, valuation/appraisal, development, finance, acquisitions/sales or property management functions at a progressively responsible level. 

 Property Management Associate II

  1. Graduation from an accredited four-year college or university with a bachelor’s degree and successful completion of one of the following:
    1. Major in business, economics, finance, real estate, or other related field;
    2. Real Estate Coursework including Real Estate Principles, Real Estate Finance, Real Estate Appraisal, and Real Estate Law; or
    3. Possession of a California Real Estate Salesperson/Broker License issued by the California Department of Real Estate;

In addition to the above education at least one (1) year full-time experience in commercial  real estate leasing, valuations & appraisal, development, finance, acquisitions/sales or property management;

 

            or

 

  1. Possession of an associate’s degree or equivalent plus three to four (3-4) years of full time experience directly performing para-professional functions in commercial real estate leasing, valuations & appraisal, development, finance, acquisitions/sales or property management at a progressively increasing responsibility level. 

            Knowledge of:

  • Principles and practices of commercial/industrial real estate, including  property management, asset management, leasing, and property appraisal and valuation methodology.
  • Standard office procedures and decorum. 
  • Above average knowledge of personal computer software programs and capabilities, including MS Word, Excel, PowerPoint, and other Microsoft Office software and data base systems. 
  • Business math to perform arithmetic computations (e.g., addition, subtraction, multiplication, division, percentages, fractions, etc.).
  • Reading comprehension to interpret and apply policies, procedures and agreements.
  • Working knowledge of real estate terminology and accounting functions.
  • Knowledge and familiarity with performing discounted cash flow analysis to support market value analysis and investment decision-making
  • Preparation and processing of property and real estate agreements.
  • General knowledge of the legal descriptions of real property.
  • General knowledge of port maritime and real estate services, including the use of rail, truck and distribution coordination activities and practices.
  • Problem solving skills to effectively and creatively resolve customers’ concerns.
  • Sales and strategic marketing principles and practices. 
  • Effective safety principles and practices.
  • Media relations activities and advertising development methods and sales.
  • General knowledge of the California Environmental Quality Act (CEQA) requirements and procedures.
  • General knowledge of port maritime and real estate services, including the use of rail, truck and distribution coordination activities and practices
  • General knowledge of foreign trade zone concepts desired.
  • Brown Act and Robert’s Rules of Order desirable.
  • Database software such as Microsoft Access and/or the Saab Port Control system desirable.

          Skills and Abilities

  • Above average computer and math skills, able to perform data compilation and data entry work requiring close attention to detail and accuracy. 
  • Excellent verbal and written communication skills, including business English composition to produce clear and concise draft reports, correspondence and other written documents.  Ability to describe, explain, negotiate, persuade and build consensus.
  • Ability to learn and effectively utilize Port data base software.
  • Able to assist in the development and effectively implement marketing and promotional programs for real estate and regional outreach marketing goals and objectives.
  • Help identify and conceptualize problems arising from customer requests or concerns and determine the appropriate course of action.
  • Ability to draft, edit, proof and interpret complex documents, including property lease agreements. 
  • Interpret agreements in order to calculate CPI increases, delinquency charges, etc.
  • Ability to perform market analysis, including gathering and analyzing comparables and performing valuations utilizing income, sales and replacement cost approaches, and the ability to review third-party appraisals.
  • Work under deadlines and coordinate several concurrent assignments.
  • Detail oriented and able to work well without close supervision. 
  • Requires initiative coupled with good judgment and the ability to work well under pressure; makes sound and independent decisions within established guidelines.
  • Ability to establish and maintain effective working relationships with Port staff, tenants and others; deal tactfully and effectively with all customers.
  • Ability to attend internal and external meetings (i.e. with tenants, contractors, public groups or other agencies, etc.) and represent the Port in a professional manner.
  • Ability to make effective oral presentations.
  • Must have ability to travel as needed.

            Certificates, Licenses or RegistrationsMust possess and maintain a valid California driver’s license and be insurable under the Port’s liability policy or provide other insurance acceptable to the Port.  Must pass a background investigation and be able to obtain and maintain a Transportation Worker Identification Credential (TWIC) card.  Real Estate license preferred but not required.

 

Disaster Servicer Worker:  All Port of Stockton employees are designated Disaster Service Workers (DSW) through state law (California Government Code Section 3100-3109).  Employment with the Port requires affirmation of a loyalty oath to this effect.  Employees are required to complete all DSW-related training as assigned, and to report for duty, remain on duty and/or return to work as ordered in the event of an emergency.

Work is primarily performed seated in a standard climate controlled office with use of a personal computer and a telephone.  Occasional to frequent walking or standing outdoors (possibly in hot, cold or inclement weather) or indoors (possibly in dusty warehouses or buildings).  Occasional to frequent travel by vehicle and/or airplane   May involve opening and closing heavy warehouse doors. May be required to work unusual hours or on scheduled days off, as needed (for marketing trips).
