Lawrence Berkeley National Lab’s (LBNL, Facilities Division has an opening for a Facilities & Infrastructure Program Manager to join the team.

 

In this exciting role, you will be reporting to the LBNL Campus Planning Department Real Property and Infrastructure Planning (RPIP) Group Supervisor of the Facilities Division. The Facilities & Infrastructure Program Manager will oversee the will oversee the Facility Condition Assessment, Deferred Maintenance Reduction, and Infrastructure Renewal Programs to ensure existing and future facilities and infrastructure assets on campus are planned effectively to meet LBNL’s current and future mission requirements.  You may lead and/or supervise the activities of exempt and non-exempt personnel, sub-contractors or project teams. You will collaborate with all levels of the organization and stakeholders and will be accountable for providing recommendations to the Facilities Division Management and Lab’s Management based on studies, analyses, metrics, and other critical factors.

 

What You Will Do:

• Manage facilities condition assessment activities, includes developing the scope of work document, site safety specific plan, verification of assessor training requirements, data collection, data upload, and prioritization of facilities deficiencies, quality assurance of all data, on-time reporting, analytics, benchmarking, and system record maintenance.

• Maintain the lab’s facility condition assessment database accurately using industry best management practices.

• Prepare, report, and present various business intelligence reports by mining existing facilities and infrastructure data to help the Facilities Division senior management make data-driven business decisions.

• Develop, establish, and maintain policies, processes, procedures, guidelines, metrics, and other strategic planning tools applicable to the facilities and infrastructure planning function.

• Manage the Lab’s critical facilities and infrastructure assessments to identify risks and mission gaps.

• Advise on facility maintenance and repair budgets, strategic laboratory investments, and other improvement recommendations for the overall performance and management of LBNL’s real property across the laboratory.  

• Establish LBNL approach to Real Property Asset Management (RPAM) and develop innovative strategies and solutions which extend the boundaries of how the LBNL and DOE apply facility engineering and asset management principles to solve infrastructure life cycle challenges.

• Mentors LBNL Facility Engineering and Facility Management professionals on RPAM requirements, policy, strategic implementation, and performance assurance matters and advance their knowledge and understanding of requirements and the application of RPAM best practices.

• Develop and utilize a network of external and international peers and technical contacts with other national laboratories, external regulators, and peer groups (DOE and industry RPAM groups, etc.) to stay current on industry trends and influence the evolution of the requirements, standards, and processes.

• Provide work direction to resources supporting the RPAM program, and participate in professional activities at the regional, national, and international levels.

 

What is Required:

• Bachelor’s degree in engineering and a minimum of 5-7 years of direct experience in facilities engineering or plant engineering, facility life cycle management, and/or federal real property asset management or Master’s degree with 3-5 years direct experience; or equivalent work experience.

• Experience in planning and coordinating facilities condition assessment activities, including data collection, documenting, and prioritization of facilities deficiencies, quality assurance of all data, on-time reporting, analytics, benchmarking, and system record maintenance.

 • Experience leading and managing a large campus facility condition assessment program.

• c Experience with facilities and infrastructure capital planning software

• vExperienced Excel user that knows how to use data analysis functions to read and reconcile different data sets, create standard and ad hoc reports, presentations, use charts, and graphs.

• Knowledge of building systems, infrastructure planning, facility safety audits, asset protection, and condition assessments of buildings and utility systems.

• Knowledge of managing facilities operations planning, coordinating, and managing facility asset management or equivalent programs in a large campus or similar setting.

• Excellent research, organizational, management, and problem-solving skills.

• Ability to interact effectively with all levels and disciplines, across research and operational programs, within an organization and externally.

• Ability to successfully lead a team to accomplish goals and objectives.

• Ability to prepare and present difficult and complex issues and concepts in a clear and concise manner and to audiences that may be favorable or unfavorable.

• Ability to conduct benchmarking surveys and site visits to determine the applicability.

• Ability to read and work with engineering drawings, architectural floor plans, technical documents, engineering specifications, and construction schedules.

• Strong interpersonal and communication skills (verbal and written), and will demonstrate the ability to use tact, diplomacy, and discretion when handling sensitive and confidential issues.

• Ability to set and manage priorities in order to perform in a fast-paced environment where deadlines are critical and clients have high expectations.

• Proven ability to take initiative, and able to exercise independent judgement in selecting methods and techniques to solve problems.

• Working knowledge of MS Word, Excel, PowerPoint, AutoCAD, and CMMS.

• Must be physically able to climb stairs, ladders, scaffolds, work at heights.

• This is a full-time career appointment, exempt (monthly paid) from overtime pay.
