JOB TITLE:    SENIOR FACILITIES ANALYST (Environmental, Health, & Safety)

 

LOCATION:   SAN FRANCISCO/SACRAMENTO

OVERVIEW

The Judicial Council of California is accepting applications for the position of Senior Facilities Analyst for the Environmental, Health, & Safety unit in our Facilities Services office. 

The Senior Facilities Analyst prepares environmental, health, and safety analyses of Facilities Services’ projects and operations. The incumbent develops processes and best practices, completes environmental permit applications, compliance documents, incident reports, and other evaluations of facility operations and projects. The Senior Facilities Analyst provides advanced technical assistance and recommendations to Facility Services staff for maintenance work and capital projects that have regulatory requirements for refrigerants, air quality emissions, hazardous materials, safety requirements, CEQA and other concerns. The incumbent trains other staff and coordinates activities with other Judicial Branch entities.

The successful candidate will be expected to work in the San Francisco or Sacramento office.


RESPONSIBILITIES

·       Environmental, health, and safety analysis and compliance:

-      Analyze judicial branch projects and operations for environmental, health, and safety impacts;

-      Ensure compliance of pertinent environmental, health, and safety laws and regulations for judicial branch projects and operations;

-      Identify and analyze conflicts between projects and operations and relevant laws and regulations and develop solutions to address conflicts;

-      Provides briefings to management and internal and external stakeholders on compliance issues and solutions.

·       Prepare environmental permit applications, plans, and other compliance documents, such as California Environmental Quality Act (CEQA), Phase I/II environmental site assessment reports, and historic evaluations, for Facility Services’ buildings and assets:

-      Identify and analyze pertinent compliance data and regulatory requirements;

-      Consult with involved parties and vendors to meet compliance requirements;

-      Administer and manage vendor contracts and vendor deliverables.

·       Provide advanced technical assistance and recommendations for maintenance work and capital projects that have regulatory requirements for air quality emissions, safety protocols, hazardous materials, and/or other environmental considerations.

-      Maintain and analyze JCC’s asset records for regulatory compliance and identify deficiencies;

-      Discuss compliance issues with JCC staff, service providers, courts, counties, and regulatory agencies. Identify additional data needs or actions to improve compliance.

·       Develop databases, logs, analyses, and reports of real estate assets, facility assets, facility maintenance activities, operational activities, and failure events:

-      Compile and organize data;

-      Manage vendor and project budget information;

-      Develop data analyses, and reports, and make recommendations to leadership.

·       Develop processes and best practices, and train staff of the Judicial Council, service providers, and courts, on environmental, health, and safety issues; laws and regulations; and compliance concerns:

-      Consult with other Judicial Council staff members, identify needed reports, and locate and evaluate JCC sources of information ;

-      Improve understanding of training topics, develop plans for training, and prepare training materials.

 

MINIMUM QUALIFICATIONS

Bachelor’s degree, and four (4) years of professional experience in providing analytical and technical support to facilities management.

 

Possession of a bachelor’s degree in a directly related field such as environmental science, biology, engineering, real estate, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

 

OR

 

Master’s degree in a directly related field such as architecture, civil engineering, or construction or building management, and one (1) year of experience in providing analytical and technical support to facilities management.

 

OR

 

One year as a Facilities Analyst, in the assigned field, with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of Facilities Analyst in a California Superior Court or California state-level government entity.

 

LICENSING AND CERTIFICATIONS

Valid driver’s license, as assigned. 

Environmental management certifications, as assigned.

PAYMENT & BENEFITS

$6,752.00 - $10,129.00 per month

(Starting salary will be $6,752.00 per month)
