DEFINITION

To plan, coordinate, assign and direct the work of staff involved in a public works program such as street and drainage maintenance and to provide technical assistance to public works management staff.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from management level personnel.

Exercises direct supervision over supervisory and maintenance personnel.

EXAMPLES OF ESSENTIAL FUNCTIONS Essential functions may include, but are not limited to, the following:

Supervise, train, assign and evaluate assigned personnel.

Plan and review the activities of staff involved in a wide variety of public works field maintenance and repair work involving street and drainage.

Ensure compliance of maintenance tasks with appropriate laws, rules and regulations.

Respond to citizen inquiries and complaints regarding field maintenance operations.

Identify maintenance and repair needs and recommend corrective action.

Monitor the inspection of new installations and repair work; participate in the development of new systems and equipment.

Assist in developing procedures for assigned maintenance operations; provide staff assistance in preparing long range maintenance plans.

Maintain records and prepare reports of operations and maintenance activities of assigned area.

Review plans and specifications.

Arrange for and schedule appropriate equipment and materials necessary for maintenance projects.

Review the daily records of equipment, personnel, and materials used for each maintenance project; prepare and submit related reports.

Submit quotes for equipment, materials and contracted services.

Prepare requisitions and approve purchase orders.

Participate in the city's stand-by program as required; coordinate emergency and special assignments with other city departments and divisions, and with outside agencies and companies.

Plan and direct safety and training programs as required.

Assist in developing, administering and monitoring a departmental budget.

Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

State and federal rules and regulations pertaining to area of assignment.

Materials, methods, equipment, and tools used in public works maintenance activities.

Methods of estimating time, cost, and equipment necessary to perform assigned work.

Operation of a variety of maintenance and construction equipment.

Purchasing procedures, forms, and techniques.

Principles and practices of supervision, training and performance evaluation.

Principles and practices of work safety.

Ability to:

On a continuous basis, know and understand all aspects of the job; observe safety rules; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.

On an intermittent basis, stand, kneel, climb and bend in the field; perform simple and power grasping, pushing, pulling, and fine manipulation; write or use a keyboard to communicate and occasionally lift or carry weight of 100 pounds or less.

Plan and organize a public works maintenance program in assigned area.

Supervise, train, evaluate and schedule the work of assigned staff.

Maintain accurate and up to date records.

Read and interpret blueprints, diagrams, and construction drawings.

Maintain accurate operational records and prepare routine reports.

Inspect work in progress and upon completion; identify areas needing improvement.

Respond courteously and tactfully to public inquiries and complaints.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of increasingly responsible experience in public works construction and maintenance work, including two years of supervisory responsibility.

Training:

Equivalent to completion of the twelfth grade, supplemented by specialized training in street maintenance, drainage, or a related field.

License or Certificate

Possession of, or ability to obtain, an appropriate California driver's license.

For the Wastewater position, possession of, or ability to obtain within one year of appointment, a Grade II Wastewater Treatment Certificate issued by the California State Water Resources Control Board.
